How PESO Licensing Cost Is Determined
Cost is driven by scope, not by a headline rate. The variables that matter:
- Which rule set applies. A Petroleum Rules storage licence and an SMPV vessel licence are different exercises with different documentation demands.
- How many licences are involved. A site with solvent tankage, pressure vessels and cylinder storage needs three separate applications.
- Quantity and capacity. Government fees are prescribed by category, and category is commonly linked to capacity or quantity.
- Drawing condition. Whether an existing drawing can be revised or has to be rebuilt from survey.
- Filing type. Fresh application, renewal, amendment, transfer or change of constitution.
- Collateral approvals. Whether NOCs are required and whether they exist already.
- Certification. Whether competent person certification is required and whether testing is current.
On published fee figures. PESO publishes fee information and provides a fee calculator on its own site. Rely on that or on the current rules for your category rather than on figures reproduced elsewhere. We will identify the applicable fee category for your case rather than quoting a number we have not verified against the current position.
Government Fees vs Consultancy Charges
These are two entirely separate things and it is worth being explicit about the distinction.
| Government fee | Consultancy charges | |
|---|---|---|
| Paid to | The department, through the prescribed channel | The consultancy |
| Set by | The applicable rules and notifications | Agreement, based on scope |
| Varies with | Licence category, capacity or quantity | Complexity, drawing work, number of filings |
| Negotiable | No | By scope |
| Refundable if refused | Governed by the rules | By agreement |
Two things worth saying plainly. The government fee is what it is — nobody can reduce it, and a consultant offering to is describing something that does not exist. And no fee, of either kind, buys an outcome. The department decides on the merits of the file.
Application Process Step by Step
PESO has moved to a paperless process, with applications routed through the National Single Window System. PESO’s published document on disposal timelines states that online applications are auto-inwarded four times a day and are to be processed within 21 days. Read that figure for what it is — a departmental processing timeline, not a promise of when your licence arrives. Elapsed time is governed almost entirely by how often the file goes back for clarification.
- Requirement assessment Material list, flash points, quantities, storage method, equipment. The scope and therefore the cost follow from this.
- Category identification Which rule set, which form, which fee category, which authority.
- Document collection Entity, tenure and authorisation documents.
- Drawing preparation Site plan, key plan and layout against the current plot and surroundings.
- Technical documentation Tank or vessel schedules, design calculations, test and material certificates.
- Competent person certification Where the licence category requires it.
- Collateral approvals NOCs started early, because their lead time is outside the process.
- Cross-check Drawing against form, form against site.
- Online submission With the prescribed fee paid through the correct channel.
- Scrutiny and grant Queries answered, inspection where applicable, licence granted or further direction issued.
Documents & Inspection
Documentation demand scales with the licence category. A cylinder storage application is lighter than an SMPV vessel application, which is lighter again than a magazine application under the Explosives Rules. What every category shares is that the drawing and the technical schedules have to agree with each other and with the site.
Where inspection applies, the recurring findings are consistent:
- A tank or vessel relocated during construction, never reflected in the approved drawing
- Stored quantities that have crept above the licensed figure
- Safety fittings replaced with a different make or specification
- Electrical equipment in a classified area whose approval status nobody has checked
- Distances on the drawing that do not survive a tape measure
- A site team that has never seen the drawing filed on their behalf
What a consultant can and cannot do. We prepare the file, brief your site team and draft replies to departmental observations. We have no role in how an inspection is conducted and no influence over its outcome. A One Consultant is a private consultancy — not a government body, and not appointed or authorised by one. Our practice does not extend to GPCB, CPCB or Drug Department matters.
Typical Factors Affecting Timeline
PESO’s published processing timeline is 21 days for online applications. What determines whether your file experiences that or something considerably longer:
- Completeness at filing. Files that go back for clarification restart much of the effort.
- Internal consistency. Drawing, schedules and declared quantities agreeing with each other.
- Collateral approvals. NOC lead times sit entirely outside the departmental timeline.
- Certificate readiness. Testing due or lapsed at the point of filing.
- Drawing accuracy. The most common source of queries.
- Quality of query responses. A considered technical reply closes a point; a holding reply invites another query.
- Inspection scheduling. Where the category requires site verification.
We do not quote approval dates. The 21-day figure is a departmental processing timeline, not a commitment about your file, and no consultant can promise when a licence will be granted. Anyone doing so is describing influence that does not exist.
How to Avoid Delays
- Settle the category first. Collecting documents for the wrong form wastes weeks.
- Start NOCs before anything else. Their lead time is the one you cannot compress.
- Rebuild the drawing rather than editing an old one where the site or its surroundings have changed materially.
- Reconcile the material list with the tank schedule before filing, not after a query.
- Check certificate validity against the filing date.
- Verify the drawing against the site. An hour on the plot with the drawing in hand is the highest-value step in the process.
- Answer queries technically and completely the first time.
- File amendments when changes happen, so renewals stay routine.
Get a Requirement Assessment
The practical way to scope cost and time is to establish what actually applies before anything else happens. That assessment covers which rule sets reach your site, how many filings are involved, what condition your existing drawings and certificates are in, and which collateral approvals are needed.
From that, the fee category can be identified against the current rules and the consultancy scope agreed. Both then rest on something real rather than on an estimate made before anyone looked at the site.
A One Consultant has worked on industrial licensing since 1999, from an office at GIDC Char Rasta in Vapi. Clients include Sun Pharma, Aarti Industries, Meghmani Organics, Polycab, Hindalco, Alok Industries, Zentiva and Jesons Industries. For Gujarat applicants the PESO field office is the Vadodara Circle Office.
FAQs
How much does a PESO licence cost?
Government fees are prescribed by licence category, and category is commonly linked to capacity or quantity. Rather than quote a figure that may have changed by notification, we identify the applicable fee category for your case against the current rules. PESO also publishes fee information and a fee calculator on its own site.
Why do consultant pages quote different fee amounts?
Because figures get copied and then go stale. Fees change by notification, and a number reproduced from a page written two years ago can be materially wrong. Verify against the current rules or PESO's own published information.
What is the difference between the government fee and consultancy charges?
The government fee is prescribed by the rules and paid to the department through the prescribed channel; it is not negotiable and nobody can reduce it. Consultancy charges are separate, agreed by scope, and cover the preparation work.
Does paying a higher fee speed anything up?
No. No fee of either kind buys an outcome or a timeline. The department decides on the merits of the file, and any consultant suggesting otherwise is describing influence that does not exist.
How long does the process take?
PESO's published timeline states that online applications through the National Single Window System are auto-inwarded four times a day and processed within 21 days. That is a departmental processing timeline rather than a commitment about your file; query cycles and collateral approvals extend it.
What makes an application take longer than expected?
Incompleteness at filing, drawings that disagree with the site, material lists that do not reconcile with tank schedules, lapsed certificates, NOCs started late, and thin replies to departmental queries. Nearly all of it is avoidable.
Can you give us a cost estimate before seeing the site?
Only a rough one, and it would need revising. Cost follows scope — which rule sets apply, how many filings, what condition the drawings and certificates are in. A short assessment first makes any estimate meaningful.
Do we pay the government fee to you?
The prescribed fee is paid to the department through the prescribed channel. Consultancy charges are separate and agreed by scope. We keep the two clearly distinct in any engagement.
