Industrial Entrepreneurs Memorandum (IEM)
IEM stands for Industrial Entrepreneurs Memorandum. It is a central-government industrial filing / certification mechanism used for qualifying industrial proposals under the Industries (Development and Regulation) framework.
Applicability & Filing
- The old website refers to checking whether proposed products fall within schedules reserved for the public sector, compulsory licensing or small-scale manufacture under the relevant industrial-policy notifications.
- Where the proposal is not covered by those categories and falls outside the applicable MSME threshold, an IEM filing may be required with the Secretariat for Industrial Assistance / competent central authority, subject to current law and thresholds.
