PESO License Consultant in Vapi - A One Consultants

PESO Services for Vapi Industries

Which rule set applies to a Vapi plot is decided by material, quantity, storage arrangement and equipment. Under the Petroleum Rules, 2002, materials are classified by flash point:

Petroleum Class A

Below 23°C

Hexane, benzene, toluene, naphtha. The Inflammable Substance Act, 1952 also brings acetone, ethyl alcohol and methyl alcohol under the Petroleum Rules.

Petroleum Class B

23°C to below 65°C

Diesel (HSD), kerosene (SKO) and mineral turpentine. Usually held as utility or captive fuel stock rather than process input.

Petroleum Class C

65°C to below 93°C

Furnace oil and light diesel oil — typically boiler and thermic fluid heater feedstock.

Alongside the Petroleum Rules, the sets that most often apply here are the SMPV(U) Rules, 2016 for pressure vessels and bulk gas, the Gas Cylinder Rules, 2016 for cylinder storage, and the Explosives Rules, 2008 where regulated explosive products are involved.

For Gujarat applicants the PESO field office is the Vadodara Circle Office, headed by a Joint Chief Controller of Explosives. Applications are filed online through the National Single Window System.

Chemical & Pharma Licensing

Vapi’s manufacturing base covers dyes and dye intermediates, speciality chemicals, pharma intermediates and API production, alongside textile processing and engineering.

The characteristic constraint here is space. Plots are compact and the estate is dense, which makes three things harder than they are elsewhere:

  • Distances. With plots this close together, the distance position is sensitive to what happens next door. A compliant layout can be affected by construction on an adjoining plot.
  • Segregation. Separating storage areas by class, and full from empty cylinders, is a genuine spatial problem rather than a formality.
  • Expansion. Adding tankage often means reworking the layout rather than finding empty ground, which converts a straightforward amendment into a design exercise.

For pharma and API units, PESO sits outside the Drug Department framework entirely. Nothing in a GMP audit will surface a PESO gap.

Storage Approval

Storage approval is assessed on classification, quantity, storage mode and site configuration together. PESO’s published list of petroleum requiring a licence includes benzene, toluene, hexane, xylene, styrene and naphtha; acetone, ethyl alcohol and methyl alcohol arrive via the Inflammable Substance Act, 1952 and also require a licence under the Petroleum Rules.

What the department examines on a Vapi plot:

  • Distances to protected works, measured against current surroundings
  • Bunding capacity and construction relative to the tankage served
  • Separation between storage areas holding different classes
  • Electrical area classification, with equipment approval from the Chief Controller of Explosives
  • Fire protection appropriate to the material and reachable in practice
  • Access for delivery, maintenance and emergency response

On published quantity thresholds. Figures circulate widely and are often out of date. Verify against the current rules for your class and storage mode rather than relying on a summary.

Documents & Process

PESO has moved to a paperless process, with applications routed through the National Single Window System. PESO’s published document on disposal timelines states that online applications are auto-inwarded four times a day and are to be processed within 21 days. Read that figure for what it is — a departmental processing timeline, not a promise of when your licence arrives. Elapsed time is governed almost entirely by how often the file goes back for clarification.

  • Company constitution and incorporation documents, with signatory authorisation
  • GIDC plot allotment letter, lease deed or occupancy proof
  • Site plan, key plan and layout drawing showing protected works
  • Material list with classification, flash point and quantity
  • Tank and vessel schedules with construction and test certificates
  • Electrical area classification and equipment approval status
  • Safety and test certificates by a recognised competent person
  • Applicable NOCs from the District Collector, Police Commissioner or District Authority
  • Existing licence with approved drawing, for renewal or amendment

Because we are in the estate, drawing verification on Vapi plots is straightforward to arrange — and verifying a drawing against the plot before filing is consistently the highest-value hour in the process.

Inspection & Compliance

Where inspection applies, the site is examined against the paper:

  • A tank or vessel relocated during construction, never reflected in the approved drawing
  • Stored quantities that have crept above the licensed figure
  • Safety fittings replaced with a different make or specification
  • Electrical equipment in a classified area whose approval status nobody has checked
  • Distances on the drawing that do not survive a tape measure
  • A site team that has never seen the drawing filed on their behalf

What a consultant can and cannot do. We prepare the file, brief your site team and draft replies to departmental observations. We have no role in how an inspection is conducted and no influence over its outcome. A One Consultant is a private consultancy — not a government body, and not appointed or authorised by one. Our practice does not extend to GPCB, CPCB or Drug Department matters.

Renewal & Amendments

Renewal timing varies by rule set, and misinformation circulates freely here. A documented example: under the SMPV(U) Rules, licences are granted or renewed for a maximum of three years ending 31st March, and the last date for receipt of a renewal application at the renewing office is 2nd March of the expiry year. Other rule sets carry their own validity periods and cut-off dates — check yours against your licence document rather than assuming the SMPV position applies.

Amendment applies when capacity increases, tankage or vessels are added, a new material enters a licensed area, the layout is modified, or the company name, constitution or occupancy changes. On constrained Vapi plots, layout modification is common enough that amendments should be treated as routine rather than exceptional.

Under the SMPV(U) Rules a licence cannot be transferred between companies. Where a plot changes hands, the new occupier applies fresh.

FAQs

Where is your office in Vapi?

220, Panchratna Building, GIDC Char Rasta, Vapi – 396195. We have operated from Vapi since 1999, which means site visits within the estate are straightforward to arrange.

Does every Vapi GIDC unit need a PESO licence?

No. Applicability depends on whether your materials fall within the statutory definitions, the quantities held, the storage arrangement and the equipment installed. Solvent handling is near-universal on the estate, which makes it likely, but it is assessed material by material.

Our plot is small. Does that make licensing harder?

It makes layout and distance questions sharper. With plots close together, the distance position is sensitive to development on adjoining land, and segregating storage by class becomes a genuine spatial problem. Neither is insurmountable, but both need designing rather than assuming.

Can you verify our drawing against the plot before we file?

Yes, and for Vapi units it is easy to arrange. Verifying a drawing against the site before filing is consistently the highest-value step in the process, because a mismatch found at inspection costs far more time than one found beforehand.

Do you cover Sarigam, Umbergaon and Silvassa?

Yes, along with Valsad, Pardi, Bhilad and the surrounding industrial belt. All are within practical reach of the Vapi office.

Which solvents bring a Vapi unit into scope?

PESO's published list includes benzene, toluene, hexane, xylene, styrene and naphtha. Acetone, ethyl alcohol and methyl alcohol fall under the Inflammable Substance Act, 1952 and also require a licence under the Petroleum Rules.

How long does a PESO application take?

PESO's published timeline states that online applications through the National Single Window System are auto-inwarded four times a day and processed within 21 days. That is a processing timeline rather than a guaranteed outcome date.

Do you handle GPCB or Drug Department work?

No. Our practice covers industrial licences, certifications and quota work but does not extend to GPCB, CPCB or Drug Department matters.
