PESO License Consultant in Vadodara - A One Consultants

PESO Services for Vadodara Industries

Vadodara is home to PESO’s Circle Office for Gujarat, headed by a Joint Chief Controller of Explosives. Applications from across the state are handled through the National Single Window System regardless of where the applicant sits, so being close to the office is a practical convenience rather than a procedural advantage.

The rule sets that most often apply to Vadodara industry:

Petroleum Class A

Below 23°C

Hexane, benzene, toluene, naphtha. The Inflammable Substance Act, 1952 also brings acetone, ethyl alcohol and methyl alcohol under the Petroleum Rules.

Petroleum Class B

23°C to below 65°C

Diesel (HSD), kerosene (SKO) and mineral turpentine. Usually held as utility or captive fuel stock rather than process input.

Petroleum Class C

65°C to below 93°C

Furnace oil and light diesel oil — typically boiler and thermic fluid heater feedstock.

Alongside the Petroleum Rules, 2002, expect the SMPV(U) Rules, 2016 for pressure vessels and bulk gas, the Gas Cylinder Rules, 2016 for cylinder inventories, and the Explosives Rules, 2008 where regulated explosive products are involved. Larger Vadodara sites frequently hold several of these at once, each with its own drawing and renewal date.

Chemical & Pharma Licensing Support

Nandesari

One of Gujarat’s older chemical estates, with dyes, intermediates and speciality chemical manufacturing. Long operating history means most licensing work here is reconciliation: bringing an approved drawing back into line with a plant that has been expanded and modified across decades.

Makarpura and Por

Mixed engineering, chemical and processing activity. Bulk gas installations and cylinder inventories are common, often as the only PESO touchpoint on an otherwise unregulated site.

Savli and the northern corridor

Newer development with pharma, API and speciality manufacturing. Licensing questions here more often arrive with a project, which allows them to be settled at design stage.

Ranoli, Koyali and the petrochemical belt

Larger installations where multiple rule sets apply to a single site and where the coordination between them matters as much as any individual application.

For pharma sites, PESO sits outside the Drug Department framework entirely. Our practice does not extend to Drug Department, GPCB or CPCB matters.

Explosive & Petroleum Licensing

Petroleum

Solvent tankage at chemical and pharma units, captive furnace oil and LDO for boilers and thermic fluid heaters, and diesel storage for generators. PESO’s published list of petroleum requiring a licence includes benzene, toluene, hexane, xylene, styrene and naphtha; acetone, ethyl alcohol and methyl alcohol arrive via the Inflammable Substance Act, 1952.

Explosives

Possession, storage, sale, transport and manufacture under the Explosives Rules, 2008. This follows quarrying, infrastructure and specific manufacturing rather than any estate, and the licence attaches to the activity rather than the industry.

Ammonium nitrate and calcium carbide sit under their own rules rather than the Explosives Rules — a distinction that catches businesses out regularly.

Application Documents

PESO has moved to a paperless process, with applications routed through the National Single Window System. PESO’s published document on disposal timelines states that online applications are auto-inwarded four times a day and are to be processed within 21 days. Read that figure for what it is — a departmental processing timeline, not a promise of when your licence arrives. Elapsed time is governed almost entirely by how often the file goes back for clarification.

  • Company constitution and incorporation documents, with signatory authorisation
  • Plot allotment, lease deed or occupancy proof
  • Site plan, key plan and layout drawing showing protected works
  • Tank or vessel schedules with capacities, construction and test certificates
  • Material list with classification, flash point and quantity
  • Electrical area classification and equipment approval status
  • Safety and test certificates by a recognised competent person
  • Applicable NOCs from the District Collector, Police Commissioner or District Authority
  • Existing licence with approved drawing, for renewal or amendment

On established Nandesari and Makarpura plots the drawing is usually the critical path, and rebuilding it is more reliable than editing a decades-old base plan.

Inspection & Compliance

Where inspection applies, the site is checked against the submitted drawing and schedules. The recurring mismatches:

  • A tank or vessel relocated during construction, never reflected in the approved drawing
  • Stored quantities that have crept above the licensed figure
  • Safety fittings replaced with a different make or specification
  • Electrical equipment in a classified area whose approval status nobody has checked
  • Distances on the drawing that do not survive a tape measure
  • A site team that has never seen the drawing filed on their behalf

On long-established sites there is usually a further complication: institutional memory of why something was built a particular way has left with the people who built it. Reconstructing that during an inspection is considerably harder than documenting it beforehand.

What a consultant can and cannot do. We prepare the file, brief your site team and draft replies to departmental observations. We have no role in how an inspection is conducted and no influence over its outcome. A One Consultant is a private consultancy — not a government body, and not appointed or authorised by one. Our practice does not extend to GPCB, CPCB or Drug Department matters.

Renewal & Amendments

Renewal timing varies by rule set, and misinformation circulates freely here. A documented example: under the SMPV(U) Rules, licences are granted or renewed for a maximum of three years ending 31st March, and the last date for receipt of a renewal application at the renewing office is 2nd March of the expiry year. Other rule sets carry their own validity periods and cut-off dates — check yours against your licence document rather than assuming the SMPV position applies.

For a site holding several licences under different rule sets — common in Vadodara — the practical discipline is a single calendar carrying every cut-off date, not each licence tracked by the department that uses it.

Amendment applies when capacity changes, equipment is added or replaced, a new material enters a licensed area, the layout is modified, or the company name, constitution or occupancy changes. Under the SMPV(U) Rules a licence cannot be transferred between companies; the new occupier applies fresh.

Vadodara Industrial Areas

  • Nandesari GIDC — dyes, intermediates and speciality chemicals on a mature estate
  • Makarpura GIDC — engineering and mixed manufacturing
  • Savli GIDC — pharma, API and newer speciality manufacturing
  • Por and Ranoli — chemical and processing activity along the northern corridor
  • Koyali and the petrochemical belt — larger installations with multiple applicable rule sets
  • Halol — pharma and engineering manufacturing within practical reach

A One Consultant has worked on industrial licensing since 1999, from an office at GIDC Char Rasta in Vapi. Clients include Sun Pharma, Aarti Industries, Meghmani Organics, Polycab, Hindalco and Zentiva.

FAQs

Is PESO’s Gujarat office in Vadodara?

Yes. PESO’s Circle Office for Gujarat is at Vadodara, headed by a Joint Chief Controller of Explosives. Applications are filed online through the National Single Window System, so proximity is a convenience rather than a procedural advantage.

Does being close to the circle office help an application?

Not in substance. Files are decided on their contents. No consultant, in Vadodara or elsewhere, has influence over how an application is assessed, and anyone suggesting otherwise is describing something that does not exist.

Our Nandesari plant has expanded several times. Where do we start?

With a reconciliation: the current approved drawing against the plant as it stands today. On long-established sites that usually identifies several amendment needs that would otherwise surface awkwardly at renewal.

We hold licences under three different rule sets. Can they be renewed together?

They are filed separately, with different forms and different cut-off dates, so they cannot be combined. What helps is tracking every cut-off on one calendar rather than leaving each licence with the department that uses it.

Which solvents bring a Vadodara chemical unit into scope?

PESO’s published list includes benzene, toluene, hexane, xylene, styrene and naphtha. Acetone, ethyl alcohol and methyl alcohol fall under the Inflammable Substance Act, 1952 and also require a licence under the Petroleum Rules. Quantity and storage mode then matter.

Do you cover Savli and Halol?

Yes, along with Nandesari, Makarpura, Por, Ranoli and the surrounding industrial areas. We attend sites across Gujarat from our Vapi office.

What is the timeline for a PESO application?

PESO’s published timeline states that online applications are auto-inwarded four times a day and processed within 21 days. That is a departmental processing timeline rather than a guaranteed outcome date.

Can you help with a departmental query we have received?

Yes. Send the correspondence together with your licence and approved drawing. A considered technical reply supported by correct documentation is often what separates a query that closes from one that escalates.
