PESO License Consultant in Surat - A One Consultants

PESO Services for Surat Industries

Which rule set applies depends on material, quantity, storage arrangement and equipment. Under the Petroleum Rules, 2002, materials are classified by flash point:

Petroleum Class A

Below 23°C

Hexane, benzene, toluene, naphtha. The Inflammable Substance Act, 1952 also brings acetone, ethyl alcohol and methyl alcohol under the Petroleum Rules.

Petroleum Class B

23°C to below 65°C

Diesel (HSD), kerosene (SKO) and mineral turpentine. Usually held as utility or captive fuel stock rather than process input.

Petroleum Class C

65°C to below 93°C

Furnace oil and light diesel oil — typically boiler and thermic fluid heater feedstock.

For many Surat businesses the entry point is Class C rather than Class A — furnace oil and light diesel oil serving boilers and thermic fluid heaters in processing houses. That is a different application from a chemical unit’s solvent tankage, with different site requirements.

Alongside the Petroleum Rules, expect the SMPV(U) Rules, 2016 for pressure vessels and bulk gas, and the Gas Cylinder Rules, 2016 for cylinder inventories. For Gujarat applicants the PESO field office is the Vadodara Circle Office.

Chemical & Pharma Support

Sachin GIDC

Chemical, dye and intermediate manufacturing alongside textile processing. Solvent storage and boiler fuel frequently sit on the same plot under different classes, which means one site and two distinct sets of requirements.

Pandesara and Palsana

Dense textile processing with significant thermic fluid heater and boiler fuel storage, plus dyeing and finishing chemicals. The licensing question here is usually about Class C storage and bulk gas rather than solvents.

Hazira

Heavy industry and port-linked operations at a different scale entirely — bulk storage, large gas installations and multiple rule sets on a single footprint.

Kadodara, Kim and Olpad

Mixed manufacturing, processing and warehousing along the corridor, with a growing chemical presence.

Explosive/Petroleum/Gas Services

Petroleum

Furnace oil and LDO for processing houses, solvent tankage at chemical units, and diesel storage for generators. Class and quantity determine the requirements; the same volume in drums and in a bulk tank are not the same position.

Gas cylinders

Mixed inventories at engineering, textile and chemical sites, plus filling and distribution businesses around the city. Segregation between flammable, oxidising and inert gases, and between full and empty, is the usual finding.

SMPV

Bulk nitrogen and oxygen installations, LPG bullets and process vessels. Frequently the only PESO touchpoint on an otherwise unregulated engineering or food processing site — and frequently discovered after installation.

Explosives

Possession, storage, sale and transport under the Explosives Rules, 2008, following infrastructure and specific manufacturing rather than any estate.

Application Process

PESO has moved to a paperless process, with applications routed through the National Single Window System. PESO’s published document on disposal timelines states that online applications are auto-inwarded four times a day and are to be processed within 21 days. Read that figure for what it is — a departmental processing timeline, not a promise of when your licence arrives. Elapsed time is governed almost entirely by how often the file goes back for clarification.

  1. Requirement assessment Material list, flash points, quantities, storage method and equipment.
  2. Category identification Which rule set, which form, which authority.
  3. Document collection Constitution papers, plot allotment or lease, signatory authorisation.
  4. Drawing preparation Site plan, key plan and layout showing protected works.
  5. Competent person certification Where the licence category requires it.
  6. Collateral approvals NOCs from the District Collector, Police Commissioner or District Authority as applicable.
  7. Cross-check before filing Drawing against form, form against site.
  8. Online submission With fees paid through the prescribed channel.
  9. Departmental scrutiny Queries answered and discrepancies closed.
  10. Inspection and grant Site verification where the category requires it.

Inspection & Compliance

Where inspection applies, the site is examined against the submitted drawing and schedules:

  • A tank or vessel relocated during construction, never reflected in the approved drawing
  • Stored quantities that have crept above the licensed figure
  • Safety fittings replaced with a different make or specification
  • Electrical equipment in a classified area whose approval status nobody has checked
  • Distances on the drawing that do not survive a tape measure
  • A site team that has never seen the drawing filed on their behalf

On textile processing sites one issue recurs: fuel storage that has been extended or relocated during a boiler upgrade, with the drawing never revisited because the upgrade was treated as a utilities project rather than a licensing one.

What a consultant can and cannot do. We prepare the file, brief your site team and draft replies to departmental observations. We have no role in how an inspection is conducted and no influence over its outcome. A One Consultant is a private consultancy — not a government body, and not appointed or authorised by one. Our practice does not extend to GPCB, CPCB or Drug Department matters.

Renewal

Renewal timing varies by rule set, and misinformation circulates freely here. A documented example: under the SMPV(U) Rules, licences are granted or renewed for a maximum of three years ending 31st March, and the last date for receipt of a renewal application at the renewing office is 2nd March of the expiry year. Other rule sets carry their own validity periods and cut-off dates — check yours against your licence document rather than assuming the SMPV position applies.

Amendment applies when capacity changes, tankage or vessels are added or replaced, a different class of product enters an existing installation, the layout is modified, or the company name, constitution or occupancy changes.

Under the SMPV(U) Rules a licence cannot be transferred between companies — where a unit changes hands, the new occupier applies fresh.

FAQs

Does a textile processing unit need a PESO licence?

It can. The usual trigger is not solvents but fuel — furnace oil or light diesel oil for boilers and thermic fluid heaters, both Class C under the Petroleum Rules — or a bulk gas installation under the SMPV(U) Rules. Applicability depends on quantity and storage arrangement.

Which Surat areas do you cover?

Sachin GIDC, Pandesara, Palsana, Kadodara, Hazira, Kim, Kosamba, Olpad and the surrounding belt. Our office is at GIDC Char Rasta in Vapi, a straightforward drive from Surat.

We upgraded our boiler and moved the fuel tank. Does that matter?

Very likely yes. Relocating or extending fuel storage changes the licensed particulars even when the upgrade is treated internally as a utilities project. This is one of the most common findings on processing sites and it is an amendment question.

Is Class C storage treated differently from solvents?

Yes. Class C covers materials with flash points from 65°C to below 93°C, such as furnace oil and LDO, and the requirements differ from those for Class A solvents. A site holding both has two distinct sets of requirements on one plot.

Do our nitrogen or oxygen installations need approval?

Bulk gas storage in vessels falls under the SMPV(U) Rules, 2016, and cylinder inventories under the Gas Cylinder Rules, 2016. On engineering and food processing sites a single bulk gas installation is often the only PESO touchpoint, and it is frequently discovered after installation.

What is the position for a Hazira site?

Larger installations typically engage several rule sets at once, with multiple drawings and renewal dates. The starting exercise is mapping which parts of the installation fall under which rules and sequencing the filings accordingly.

How long does an application take?

PESO's published timeline states that online applications through the National Single Window System are auto-inwarded four times a day and processed within 21 days. That is a processing timeline, not a guaranteed outcome date.

Can you help if we have received a departmental letter?

Yes. Send the correspondence along with your licence and approved drawing. A considered technical reply supported by the correct documentation is usually what separates a query that closes from one that escalates.
