PESO License Services in Gujarat
There is no single “PESO licence.” PESO administers several distinct rule sets, and your unit may fall under one, more than one, or none of them. Getting this mapping right at the start is the most valuable thing a consultant does, because drawings, forms, fees and inspection all flow from the category.
Under the Petroleum Rules, 2002, materials are classified by flash point. This is the classification that catches pharma and chemical units off guard:
Petroleum Class A
Below 23°CHexane, benzene, toluene, naphtha. The Inflammable Substance Act, 1952 also brings acetone, ethyl alcohol and methyl alcohol under the Petroleum Rules.
Petroleum Class B
23°C to below 65°CDiesel (HSD), kerosene (SKO) and mineral turpentine. Usually held as utility or captive fuel stock rather than process input.
Petroleum Class C
65°C to below 93°CFurnace oil and light diesel oil — typically boiler and thermic fluid heater feedstock.
Why classification matters more than the material name. The Petroleum Act defines petroleum as any liquid hydrocarbon or mixture of hydrocarbons, and any inflammable mixture containing a liquid hydrocarbon. Some solvents units assume are covered fall outside that definition; some they assume are exempt do not. Get this wrong and the entire application is built on the wrong licence form.
Beyond the Petroleum Rules, the sets that most often apply in Gujarat are the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 for pressure vessel installations and bulk gas storage; the Gas Cylinder Rules, 2016 for cylinder filling, possession and storage; and the Explosives Rules, 2008 where regulated explosive products are involved. The Ammonium Nitrate Rules, 2012 and Calcium Carbide Rules, 1987 are narrower but significant for the businesses they reach.
Separately, electrical equipment installed in hazardous areas under the Petroleum Rules requires approval from the Chief Controller of Explosives, with zone classification governing which protection types are permitted. Units usually discover this during a plant electrical review rather than during licensing — an expensive moment to find out.
For Gujarat applicants the field office is PESO’s Vadodara Circle Office, headed by a Joint Chief Controller of Explosives.
PESO License Application Process
PESO has moved to a paperless process, with applications routed through the National Single Window System. PESO’s published document on disposal timelines states that online applications are auto-inwarded four times a day and are to be processed within 21 days. Read that figure for what it is — a departmental processing timeline, not a promise of when your licence arrives. Elapsed time is governed almost entirely by how often the file goes back for clarification.
- Requirement assessment Material list, flash points, quantities, storage method, equipment installed. Nothing useful is decided before this exists on paper.
- Licence category identification Which rule set, which licence form, which licensing authority.
- Document collection Constitution documents, plot allotment or lease papers, authorisation for the signatory.
- Drawing preparation Site plan, key plan and layout drawing prepared to the detail the rules require, showing surrounding protected works.
- Competent person certification Safety and test certificates in the prescribed forms, where the category calls for them, by a competent person recognised by the Chief Controller of Explosives.
- Collateral approvals NOC from the District Collector or Police Commissioner, and other statutory clearances, where applicable.
- Cross-check before filing Drawing against form, form against site. The step that saves the most time overall.
- Online submission Filing through the applicable route with fees paid through the prescribed channel.
- Departmental scrutiny Queries and discrepancies raised, with responses prepared and filed.
- Inspection and grant Site verification where the category requires it, followed by grant of licence or further direction.
Documents Required for PESO License
There is no universal checklist, and any page presenting one should be treated with caution. What is required follows from the rule set, the licence form, the material, the quantity, the storage arrangement, and whether the application is fresh, a renewal, an amendment or a change of constitution.
Commonly involved
- Company constitution and incorporation documents
- Authorisation for the person signing the application
- Plot allotment letter, lease deed or occupancy proof
- Site plan, key plan and layout drawing
- Tank and vessel specifications, fabrication and test certificates
- Material identity, classification and quantity particulars
- Safety and test certificates by a recognised competent person
- NOC from the District Collector or Police Commissioner, where applicable
- Existing licence with approved drawing, for renewal or amendment
Where files usually lose time
Drawings. Almost always drawings.
A layout prepared when a plot was first developed will not survive scrutiny once a tank farm has been extended, a shed converted, or a neighbouring plot built up. Protected works within the prescribed distance of the premises boundary change as the estate around you changes.
The second recurring problem is quantity drift: the licensed holding says one figure, the storage on the ground says another, and nobody reconciled the two at the last renewal.
We confirm the exact list against your specific licence form during the initial assessment, rather than sending a generic document request and sorting it out later.
PESO Inspection & Compliance Support
Not every application involves a site inspection, and those that do are not all inspected at the same stage. Where an inspection does happen, the outcome turns on one thing: whether the site matches the paper.
The mismatches that cause trouble are rarely dramatic:
- A tank or vessel relocated during construction, never reflected in the approved drawing
- Stored quantities that have crept above the licensed figure
- Safety fittings replaced with a different make or specification
- Electrical equipment in a classified area whose approval status nobody has checked
- Distances on the drawing that do not survive a tape measure
- A site team that has never seen the drawing filed on their behalf
Useful preparation is unglamorous. Walk the site against the submitted drawing. Assemble the test and calibration records. Make sure whoever meets the officer can actually answer questions about the installation.
What a consultant can and cannot do. We prepare the file, brief your site team and draft replies to departmental observations. We have no role in how an inspection is conducted and no influence over its outcome. A One Consultant is a private consultancy — not a government body, and not appointed or authorised by one. Our practice does not extend to GPCB, CPCB or Drug Department matters.
PESO License Renewal & Amendment
Renewal timing varies by rule set, and misinformation circulates freely here. A documented example: under the SMPV(U) Rules, licences are granted or renewed for a maximum of three years ending 31st March, and the last date for receipt of a renewal application at the renewing office is 2nd March of the expiry year. Other rule sets carry their own validity periods and cut-off dates — check yours against your licence document rather than assuming the SMPV position applies.
Amendment is a separate matter from renewal. It becomes relevant when the licensed particulars stop describing reality — capacity increased, a new tank or vessel added, a different material introduced into an existing storage area, layout modifications that change the approved drawing, or a change in company name or constitution.
One point deserves attention if you are acquiring a Gujarat site: under the SMPV(U) Rules a licence cannot simply be handed from one company to another. The new occupier applies for a fresh licence. That belongs in the due diligence, not in a post-closing surprise.
Two habits save the most trouble. Diarise the renewal cut-off rather than the expiry date. And file the amendment when the plant changes, not at the next renewal.
Industries We Serve in Gujarat
Pharmaceutical, API and intermediates
Bulk solvent storage is the usual trigger — toluene, hexane, methanol, acetone. Pressure vessels and nitrogen installations add a second layer, often assessed under a different rule set from the solvent tankage. Common around Ahmedabad, Vadodara, Sanand and Ankleshwar.
Chemical manufacturing
Dyes, pigments, agrochemicals, speciality chemicals and intermediates across the Ankleshwar–Panoli–Jhagadia corridor and the Nandesari and Vatva estates. Multi-product plants have a particular problem: the licensed material list drifts out of date as the product mix changes.
Chemical and hazardous-material storage
Third-party tank farms, drum storage and warehousing, particularly around Dahej, Hazira and the Kandla–Mundra belt. Applicability turns on what is stored and in what form, not on the size of the shed.
Industrial and medical gases
Cylinder filling and storage, bulk gas installations and cryogenic vessels — a live area around Vapi, Surat, Sachin GIDC and the Hazira belt.
Petroleum and fuel storage
Bulk storage installations, captive furnace oil and LDO storage serving boilers and thermic fluid heaters, and related handling arrangements.
Explosive-product businesses
Manufacture, possession, storage and transport under the Explosives Rules, including magazine storage and the site documentation that accompanies it.
Pressure vessel and SMPV users
Any operation running unfired pressure vessels within the scope of the SMPV(U) Rules — which reaches well beyond chemicals into general engineering and food processing.
Why Choose a Gujarat PESO Consultant
Plenty of firms will file a form. Fewer will tell you before filing that you have picked the wrong licence category.
We have worked as industrial licensing consultants for 25 years from an office at GIDC Char Rasta in Vapi. Our client list includes Sun Pharma, Aarti Industries, Meghmani Organics, Polycab, Hindalco, Alok Industries, Zentiva and Jesons Industries.
What we do
- Requirement assessment and licence category identification
- Drawing preparation and approval of drawings from the department

- Coordination of safety and test certificates through a recognised competent person
- NOC coordination with the District Collector or Police Commissioner
- Replies to departmental correspondence
- Inspection preparation and site-versus-drawing reconciliation
How we work
Assessment before paperwork. The first deliverable is a written view on what applies to your site and why — not a document request list. If a consultant asks for your documents before asking for your material list and flash points, that ordering is backwards.
With your site team, not around them. Your project engineer knows things about the installation that never reach a document. An application prepared without speaking to them describes a plant that does not exist.
Honest scope. We do not guarantee approval, cannot accelerate a departmental decision, and will say when a requirement genuinely depends on factors specific to your site.
PESO License FAQs
What is a PESO licence?
It is a licence or approval issued under the Acts and rules administered by the Petroleum and Explosives Safety Organisation — principally the Explosives Act, 1884 and the Petroleum Act, 1934, together with rules including the Petroleum Rules, 2002, Explosives Rules, 2008, Gas Cylinder Rules, 2016 and SMPV(U) Rules, 2016. There is no single licence covering all of it.
Which industries in Gujarat may need PESO approval?
Pharmaceutical and API manufacturers, chemical and intermediate plants, hazardous-material storage operators, industrial and medical gas businesses, petroleum storage operators, explosive-product businesses, and any manufacturer running pressure vessels within the scope of the SMPV(U) Rules. Applicability depends on material, quantity, storage arrangement and equipment — not on the sector label.
Does every chemical company need a PESO licence?
No. The test is whether your materials and installations fall within the statutory definitions and applicable rules. Under the Petroleum Act the definition turns on whether the substance is a liquid hydrocarbon or an inflammable mixture containing one, with further classification by flash point. Some solvents in common industrial use fall outside that definition, and some plants have no PESO-regulated equipment at all.
What documents are required for a PESO application?
There is no universal list. Most applications involve company constitution documents, site tenure proof, site and layout drawings, tank or vessel specifications, material and quantity particulars, safety and test certificates by a recognised competent person, applicable NOCs, and for renewals or amendments the existing licence with its approved drawing.
How long does a PESO application take?
PESO’s published timeline document states that online applications filed through the National Single Window System are auto-inwarded four times a day and are to be processed within 21 days. That is a departmental processing timeline rather than a guaranteed outcome date. Elapsed time depends heavily on whether queries are raised.
Is a site inspection required for every application?
No. Whether a site inspection or verification applies, and at what stage, depends on the licence category and the nature of the installation. Where it does apply, the main risk is inconsistency between the submitted drawings and the actual site.
Can a consultant help with renewal or amendment?
Yes — with reviewing the existing licence and its conditions, identifying whether renewal or amendment is the correct route, preparing updated drawings and documents, and filing within the applicable cut-off. Renewal cut-off dates can fall well before the expiry date.
How do I find out which PESO approval applies to my business?
Start with a material and installation inventory: what you store, its classification and flash point, the quantity, how it is stored, and what regulated equipment is installed. That inventory determines the answer, not a generic checklist.
