PESO Approval & License Consultant in Ahmedabad - A One Consultants

PESO Services for Ahmedabad Industries

PESO administers several distinct rule sets, and an Ahmedabad unit may fall under one, more than one, or none. Which applies is determined by material, quantity, storage arrangement and equipment.

Petroleum Class A

Below 23°C

Hexane, benzene, toluene, naphtha. The Inflammable Substance Act, 1952 also brings acetone, ethyl alcohol and methyl alcohol under the Petroleum Rules.

Petroleum Class B

23°C to below 65°C

Diesel (HSD), kerosene (SKO) and mineral turpentine. Usually held as utility or captive fuel stock rather than process input.

Petroleum Class C

65°C to below 93°C

Furnace oil and light diesel oil — typically boiler and thermic fluid heater feedstock.

Alongside the Petroleum Rules, 2002, the sets that most often apply here are the SMPV(U) Rules, 2016 for pressure vessels and bulk gas, the Gas Cylinder Rules, 2016 for cylinder storage and filling, and the Explosives Rules, 2008 where regulated explosive products are involved.

For Gujarat applicants the PESO field office is the Vadodara Circle Office, headed by a Joint Chief Controller of Explosives.

Chemical & Pharma Support

Ahmedabad’s industrial base spans dyes and intermediates in the older estates, pharmaceutical formulation and API manufacturing across the district, and engineering and automotive in the Sanand corridor.

Vatva, Naroda and Odhav

Dyes, dye intermediates, speciality chemicals and pharma intermediates on compact, mature plots. Two problems dominate: layouts that have been modified repeatedly without amendment, and surroundings that have changed as the city has grown toward the estates. Distances established on a drawing approved years ago may no longer hold.

Sanand, Changodar and Bavla

Newer development with pharma formulation, engineering and automotive-linked manufacturing. Here the licensing question usually arrives with a project — a new block, a solvent yard, a bulk nitrogen installation — and the opportunity is to settle it at design stage rather than at commissioning.

For pharma sites, note that PESO sits entirely outside the Drug Department framework. Nothing in a GMP audit will surface a PESO gap. Our practice does not extend to Drug Department, GPCB or CPCB matters.

Explosive/Petroleum/Gas/SMPV Services

Petroleum

Solvent tankage at chemical and pharma units, captive furnace oil and LDO for boilers and thermic fluid heaters, and diesel storage for generators — all assessed by class, quantity and storage mode.

SMPV

Bulk nitrogen, oxygen and LPG installations across manufacturing generally. Frequently discovered late, after the vessel is installed, which makes the site requirements harder to meet.

Gas cylinders

Mixed cylinder inventories at chemical, pharma, engineering and food processing sites, plus filling and distribution businesses around the city.

Explosives

Possession, storage, sale and transport under the Explosives Rules, 2008, following quarrying, infrastructure and specific manufacturing rather than an estate.

Documents & Process

PESO has moved to a paperless process, with applications routed through the National Single Window System. PESO’s published document on disposal timelines states that online applications are auto-inwarded four times a day and are to be processed within 21 days. Read that figure for what it is — a departmental processing timeline, not a promise of when your licence arrives. Elapsed time is governed almost entirely by how often the file goes back for clarification.

The document list follows the licence form, but most applications draw from: company constitution documents and signatory authorisation; plot allotment, lease or occupancy proof; site plan, key plan and layout drawing; tank or vessel schedules with construction and test certificates; material classification and quantity particulars; competent person safety and test certificates; applicable NOCs; and for renewals or amendments, the existing licence with its approved drawing.

On the older Ahmedabad estates the drawing is almost always the critical path. A base plan prepared when the plot was first developed will not survive scrutiny once the estate around it has been built up.

Inspection & Compliance

Where inspection applies, the site is examined against the paper. The mismatches that cause trouble:

  • A tank or vessel relocated during construction, never reflected in the approved drawing
  • Stored quantities that have crept above the licensed figure
  • Safety fittings replaced with a different make or specification
  • Electrical equipment in a classified area whose approval status nobody has checked
  • Distances on the drawing that do not survive a tape measure
  • A site team that has never seen the drawing filed on their behalf

What a consultant can and cannot do. We prepare the file, brief your site team and draft replies to departmental observations. We have no role in how an inspection is conducted and no influence over its outcome. A One Consultant is a private consultancy — not a government body, and not appointed or authorised by one. Our practice does not extend to GPCB, CPCB or Drug Department matters.

Industrial Areas Served

  • Vatva GIDC — dyes, intermediates and speciality chemicals on dense, mature plots
  • Naroda GIDC — chemical and engineering manufacturing with layered expansions
  • Odhav — mixed manufacturing and processing
  • Sanand — pharma, engineering and automotive-linked units on newer plots
  • Changodar and Bavla — chemical and pharma manufacturing along the Ahmedabad–Rajkot corridor
  • Kathwada and Aslali — warehousing and mixed industrial activity

We attend sites across Gujarat from our office at GIDC Char Rasta in Vapi. For Ahmedabad work, initial requirement assessments are usually completed from your material list and existing licence papers before any visit is needed.

Local Consultant Advantage

A One Consultant has worked on industrial licensing since 1999. Our client list includes Sun Pharma, Aarti Industries, Meghmani Organics, Polycab, Hindalco, Alok Industries, Zentiva and Jesons Industries.

  • Assessment before paperwork. A written view on what applies to your site, built from your material list and equipment schedule.
  • Drawings treated as engineering. Prepared to rule requirements and verified against the plant as it stands, not reproduced from an old file.
  • Multiple rule sets handled together. Solvent tankage, vessels and cylinders assessed as one exercise, filed separately.
  • Honest scope. We are a private consultancy, not a government body and not appointed or authorised by one. We do not guarantee approval or influence departmental decisions.

Ahmedabad FAQs

Do you work with units in Ahmedabad?

Yes. Our office is at GIDC Char Rasta in Vapi and we attend sites across Gujarat, including the Ahmedabad estates and the Sanand corridor. Initial requirement assessments are usually completed from your material list and licence papers before a site visit is needed.

Which Ahmedabad estates do you cover?

Vatva, Naroda, Odhav, Kathwada, Aslali, Changodar, Bavla and Sanand, among others. The estate matters less than the material and equipment on your plot, though older estates tend to raise drawing and distance issues more often.

Our Vatva plot has an old approved drawing. Is that a problem?

It may be. Distances are measured to protected works, and construction on adjoining plots since your drawing was approved can change the position. On mature estates this is worth reviewing before a renewal rather than discovering during one.

We are building a new unit at Sanand. When should PESO be addressed?

At design stage. Storage positions, distances and electrical area classification are far cheaper to resolve on a drawing than after installation. Leaving it to commissioning is the most common and most expensive sequencing error.

Does a pharma company in Ahmedabad need PESO approval?

It depends on what the facility holds and operates. Bulk solvent storage, unfired pressure vessels and gas cylinder inventories are the usual triggers. PESO is separate from Drug Department requirements and nothing in a GMP audit will identify a gap.

What documents will you need from us to start?

A material list with quantities and flash points where available, a description of the storage arrangement, details of any pressure vessels or cylinders, your plot location, and any existing licence with its approved drawing.

How long does the application process take?

PESO’s published timeline states that online applications through the National Single Window System are auto-inwarded four times a day and processed within 21 days. That is a departmental processing timeline; query cycles extend it in practice.

Do you handle GPCB or Drug Department matters?

No. Our practice covers industrial licences, certifications and quota work but does not extend to GPCB, CPCB or Drug Department matters.
